Hi! I’m Ned.
I am an analyst, researcher, journalist, and consultant with 15 years of experience navigating some of America’s most complex policy challenges. I’ve worked on everything from K-12 education to health care, but my primary focus is housing and overlapping areas of urban policy. I am currently a housing policy fellow at the Roosevelt Institute and a member of the EQ Collaborative.
I was previously the policy director for California YIMBY (“Yes in My Backyard”), which is working to end California’s housing crisis through state-level policy change. Prior to that, I served as policy manager for the UCSF Benioff Housing and Homelessness Initiative, an academic institute that researches and advocates for evidence-based strategies to end homelessness. I have also worked as a fiscal and policy advisor to the California state legislature.
In addition, I’m a seasoned journalist and editor with bylines in The New York Times, msnbc.com, The New Republic, The San Francisco Chronicle, and various other publications. (You can see some highlights from my published work here.) I’m currently working on a book about cities for Island Press, with an expected publication date of Fall 2026.
I hold a Masters in Public Policy from UC Berkeley’s Goldman School of Public Policy. I live in the East Bay with my wife, daughter, and cat.
